This conference was the first global strategic planning meeting on primary health care.

This strategy endorsed the report and declaration made at the 1978 Alma-Ata Conference. It also invited all WHO members to individually formulate national policies, strategies and plans toward attaining Global Health for all by the year 2000.

This charter reaffirmed the Alma-Ata conference and determined social justice and equity as the major prerequisite for health.

The Jakarta Declaration on Health Promotion offers a vision and focus for health promotion into the next century. It reflects the firm commitment of participants in the Fourth International Conference on Health Promotion to draw upon the widest possible range of resources to tackle health determinants in the 21st century. This conference built on the advances of the previous four International Health Promotion Conferences, particularly taking forward the priorities of the last International Conference on Health Promotion held in Jakarta, Indonesia in 1997.

The Bangkok Charter identifies actions, commitments and pledges required to address the determinants of health in a globalized world through health promotion.

Health and development today face unprecedented threats. The financial crisis threatens the viability of national economies in general and of health systems in particular. Global warming and climate change exert a toll in human life, especially in lower income countries. Security threats create a sense of shared uncertainty for communities around the world.

This conference was co-hosted by WHO and the Ministry of Social Affairs and Health, Finland. The main theme of the conference was “Health in All Policies” (HiAP) and its focus was on implementation, the “how-to”.

The Declaration highlights the need for people to be able to control their own health – to be in a position to make healthy lifestyle choices. Noting the need for political action across many different sectors and regions, it highlights the role of good governance and health literacy in improving health, as well as the critical role played by city authorities and communities.

The Global Conference on Primary Health Care in Astana, Kazakhstan in October 2018 endorsed a new declaration emphasizing the critical role of primary health care around the world. The declaration aims to refocus efforts on primary health care to ensure that everyone everywhere is able to enjoy the highest possible attainable standard of health.
